With reference to your letter No. 5099/13 of the 131 February and previous correspondence on the subject of the registration of ships owned by Companies having
heir principal place of business in Chinese Treaty Ports Im directedly the Board of Tride to state, for the information of Secretary Sir E. Grey, that in accordance vith a decision arrived at at the Conference between representatives of the Foreign Office, Colonial Office and Board of Trade Leld on the 11th March, the files of correspondence have been examined with a view of ascertaining the strength of the case for taking action in this matter as shown by letters from the Companies
It appears concerned or from their representatives.
that the letter from the China Association autua October 12th, 1910, of which a copy was forwarded to this Depart- ment by the Foreign Office on October 29th, 1910 is the only letter which has been received calling atten- tion to the hardship caused to British shipping at Shanghai by the "Tai Ning" judgment and the Board do not consider that this letter by itself affords sufficient ground for considering the question of promoting or sanctioning special legislation on this subject.
